Decision guide

Do I need an asbestos survey?

A survey is likely to be relevant where a dutyholder cannot otherwise determine whether asbestos is present, or where work could disturb hidden material. The survey type and area must match the decision being made.

Use two separate questions

First ask whether you control maintenance of non-domestic premises or common parts. Then ask whether planned work will disturb the building fabric. The first points towards management information; the second can require an intrusive refurbishment or demolition survey.

  • Was any relevant structure built or refurbished before 2000?
  • Is there a complete, current register that covers every area people may disturb?
  • Will maintenance, installation, refurbishment or demolition penetrate fabric?

What to do next: Treat unknown age, inaccessible areas and incomplete records as scoping gaps, not proof of absence. Stop planned disturbance until the relevant area has suitable information and controls.

Strong management-survey signals

The premises are non-domestic, were built before 2000, have no dependable register, contain suspect material or have known asbestos that needs condition monitoring.

Common parts of domestic premises can also fall within the duty. Domestic rooms themselves are treated differently, so mixed-use property boundaries need care.

Strong intrusive-survey signals

Refurbishment, services installation, major maintenance or demolition will open walls, ceilings, floors, ducts, risers or other concealed fabric.

  • Define the exact work area
  • Describe the depth of intrusion
  • Arrange safe access and isolation
  • Agree making-good responsibilities

When a new survey may not be needed

Reliable records may already identify the material and fully cover the work area, or dependable construction evidence may show the relevant fabric dates from after 2000. Those conclusions must be checked against the actual scope.

A recent-looking report is not enough if it excludes the area, was not intrusive to the required depth or no longer reflects the building.
